My school doesn't have recycling bins that are readily accessible to students and teachers. I think a great first step would be to educate the school campus about the importance of recycling and then providing the resources to be able to do so. 

Their driving question could relate to whether or not if staff/students are more willing to recycle if it is more convenient for them.
