Mark, you might want to check out this model for a Youth Climate Summit that was developed by the Wild Center in upstate New York (https://www.wildcenter.org/our-work/youth-climate-summit/). We're actually planning to hold one in Salisbury, MD in the next year; maybe a possible collaboration in the future?
